With thousands of employees and 189 member countries,

수천 명의 직원들과 189명의 회원국들이 있는

the World Bank is one of the most powerful institutions in the world—

세계은행은 세계에서 가장 강력한 기관들 가운데 하나입니다.

funneling billions of dollars every year into ending global poverty.

세계의 빈곤을 퇴치하기 위해 매년 수십억 달러를 투입하고 있죠.

Funnel A into B: B에 A를 들이붓다, 주입시키다. Funnel은 원래 ‘깔때기’의 뜻.

But as the World Bank has grown larger, it has also become more dysfunctional.

그러나 세계은행의 규모가 커짐에 따라 제기능을 못하는 부분도 커졌습니다.

Dysfunctional: 기능상 문제가 있는, 제기능을 못하는

High-budget projects with little oversight

제대로 된 감시 없는 대규모 예산 사업들은

have reportedly led to corruption, cover-ups and severe unintended consequences.

부패와 은폐, 그리고 의도치 않은 심각한 결과들을 초래해온 것으로 보고되었습니다.

So what exactly is the World Bank and how did it get so powerful?

그렇다면 세계은행이란 정확히 무엇이고 어떻게 이토록 강력해질 수 있었던 걸까요?

Well, the World Bank, like many other international organizations,

세계은행은 다른 많은 국제기구들처럼

was created in the aftermath of World War Two.

세계 제 2차 대전의 여파로 생겨났습니다.

In the aftermath of: ~의 여파로, ~의 영향으로

In 1944, as the war was coming to an end,

1944년 전쟁이 끝나감에 따라

Allied nations including the United States and the United Kingdom

미국과 영국을 포함한 연합국들은

created the International Bank for Reconstruction and Development, or IBRD, to rebuild Europe.

유럽의 재건을 위해 국제부흥개발은행 즉 IBRD를 창립했습니다.

In 1947, this bank issued its first loan to France,

1947년 이 은행의 첫 번째 대출이 프랑스에게 이뤄졌는데요

which had been heavily bombed during the war,

프랑스는 전쟁 중 심각하게 폭격 당했죠.

and financed similar initiatives throughout the 1940’s, and 50’s.

그리고 1940년대, 1950년대에  걸쳐 비슷한 조치들에 자금을 댔습니다.

Finance something: ~에 자금을 대다

Eventually the IBRD became known colloquially as the “World Bank”.

그렇게 IBRD는 통칭 “세계은행”으로 알려지게 되었죠.

Colloquially: 구어적으로, 구어체로, 통칭

In the early 1970’s, as post-war reconstruction was winding down,

1970년대 초, 전후 재건조치가 점차 끝나감에 따라

Wind down: 서서히 끝나다

the World Bank shifted its focus to reducing global poverty.

세계은행은 빈곤 문제 해결로 초점을 옮겼습니다.

Instead of funding only construction projects, like building dams and generating electricity,

댐 건설이나 전력 공급과 같은 건설 사업만 지원하는 것이 아니라

the bank oversaw programs related to food production, health, nutrition and development

세계은행은 식량 생산, 건강, 영양과 개발과 관련된 프로그램들을 감독했습니다.

—all addressing poor communities.

모두 빈곤한 공동체에 대한 것들이죠.

Address something: ~를 다루다, ~에 초점을 맞추다

By the early 1980’s, the World Bank

1980년대 초가 되었을 때 세계은행은

was not only made up of finance and infrastructure experts, like economists and engineers,

경제학자와 공학자들과 같은 금융과 기반시설 전문가들로만 구성된 것이 아니라

Be made up of something: ~로 구성되다, 이루어지다

but also society-focused experts like anthropologists and social scientists.

인류학자와 사회과학자들과 같은 사회 분야 전문가들도 포함하게 됩니다.

These experts not only collaborate on infrastructure projects,

이들 전문가들은 기반시설 사업에 관해서만 협력하는 게 아니라

but work with local governments

각국 정부와

on policies and institutions that would bring people out of poverty.

사람들을 빈곤에서 벗어나게 해줄 정책과 기관에 대해 협동하기도 합니다.

For instance in India,

예를 들어 인도에서는

the World Bank has funded the construction of nearly ten thousand miles of roads

세계은행은 거의 만 마일에 달하는 도로의 건설을 지원했는데요

Fund something: ~에 자금을 대다, 재정 지원을 하다

that connect poor rural communities to schools, markets and clean water sources.

이들 도로는 가난한 시골 마을을 학교와 시장, 깨끗한 수원지로 연결해 줍니다.

The project stimulated rural economies

이 사업은 시골 경제를 활성화시켰고

and improved quality of life for thousands of people.

수천 명의 삶의 질을 향상시켰습니다.

In the past 45 years the World Bank’s objectives have largely remained unchanged.

지난 45년 동안 세계은행의 목표는 대체로 변하지 않은 채 유지되었습니다.

The bank’s two stated goals are to reduce extreme poverty,

세계은행의 두 개의 공식 목표는 극심한 빈곤을 감소시키는 것

Stated: 공인된, 정식의. (정식으로, 공적으로 이야기된 것을 의미)

that is, people living on less than roughly $2 a day,

즉 하루 2달러 이하로 사는 사람들을 줄이는 것

and to raise incomes of the poorest 40 percent of the population.

그리고 세계인구 중 가장 가난한 40퍼센트의 소득을 증가시키는 겁니다.

It plans to do this by issuing low interest loans,

이를 위해 개발도상국 국가들에게 저금리 대출을 해주고,

and low to zero interest credits and grants to developing countries.

0퍼센트에 가까운 이자로 대출을 해주고 보조금을 줄 계획입니다.

Oftentimes the World Bank funds initiatives on its own,

세계은행은 독립적으로 자금지원을 해주기도 하지만

but it also partners with governments, private banks, and other multilateral organizations,

정부와 민간 은행, 그리고 다자간 조직들과 파트너십을 맺기도 합니다.

Multilateral: 다자간의, 다국가의. (3개 이상의 국가들이 참여하는 것)

e.g. multilateral trade negotiations 다자간 무역 협상

like the World Trade Organization or the UN.

세계무역기구와 UN 같은 조직들 말이죠.

The World Bank gets its funds by selling bonds to investors,

세계은행이 자금을 모으는 방법으로는 투자자들에게 채권을 팔고

collecting subscription fees from member governments

회원국 정부들로부터 기여금을 받는 것

Subscription fee: 기부금, 기여금

and net earnings from its assets.

그리고 자산을 통해 순이익을 얻는 것이 있습니다.

But many have alleged that these projects often hurt the poor rather than help them.

하지만 많은 이들이 이런 프로젝트들이 빈곤층을 돕기보다는 해가 된다고 주장합니다.

According to 2015 Investigative report, nearly three and a half million people

2015년의 조사 보고서에 따르면 약 350만 명의 사람들이

have been displaced over the last decade to make room for World Bank funded projects.

지난 10년 동안 세계은행이 지원하는 프로젝트를 위해 퇴거되어야 했습니다.

Make room for something: ~를 위한 공간을 만들다

The organization has rules for so-called “involuntary resettlement”,

세계은행은 소위 “비자발적 이주정착”에 대한 원칙을 따르고 있는데

Involuntary: 비자발적인, 마지못해 하는

ensuring that families are not forced from their homes without warning,

이 원칙에 따르면 누구도 경고 없이 보금자리를 떠나도록 강요돼서는 안 되며

and that those who are evicted are safely resettled elsewhere.

퇴거 당한 사람들이 다른 곳에 안전하게 정착하도록 해야 합니다.

Evict: 퇴거시키다, 쫓아내다

However the World Bank has reportedly failed, on many occasions,

그러나 세계은행은 많은 경우 실패했다고 하는데요

to live up to these standards.

이러한 기준을 충족시키는 데 말입니다.

For instance in 2007, the bank loaned nearly $70 million dollars

예를 들어 2007년에 세계은행은 약 7천만 달러의 돈을 빌려주었는데요

to Kenya’s national forest service for a conservation project.

케냐의 산림청에, 환경 보존 프로젝트를 위해서 말이지요.

Conservation: 보호, 보존

However, Kenyan authorities reportedly used the money

그러나 케냐 당국은 그 돈을

to forcefully evict thousands of indigenous people who had been living in the project area.

대상 지역에 거주 중이던 수천 명의 토착민들을 강압적으로 퇴거시키는 데 썼다고 합니다.

Between 2007 and 2014,

2007년에서 2014년 사이

up to a thousand indigenous homes had been ransacked or burned to the ground.

최고 천 개에 달하는 토착민의 집들이 파헤쳐지거나 불타 없어졌습니다.

Ransack: 약탈하다, 샅샅이 파헤치다

Representatives from the World Bank

세계은행의 대표들은

have acknowledged flaws in their involuntary resettlement program,

비자발적 이주정착 프로그램에 문제가 있다는 것은 인정했지만

Acknowledge: 인정하다, 시인하다

but have yet to make any major changes.

큰 변화는 없었습니다.

This isn’t the only criticism of the World Bank.

세계은행에 대한 비판은 그뿐만이 아닙니다.

Many allege that loans to developing countries end up in the pockets of corrupt leaders.

많은 이들이 개도국에 대출된 돈들이 부패한 지도자들의 주머니로 들어간다고 주장합니다.

End up: 결국 ~하게 되다. ~인 결과로 끝나다.

Others criticize the way the institution is governed,

또 다른 이들은 세계은행이 운영되는 방식에 대해 비판하는데

which gives considerable power to a small number of Western countries.

소수에 불과한 서구 일부 국가들에게 너무 큰 힘을 준다는 겁니다.

Representatives from the World Bank

세계은행의 대표들은

have said they are looking for better ways of achieving their goals.

목표 달성을 위한 더 나은 방법을 찾아보겠다고 했습니다.

So while the bank remains a noble entity working to end global poverty,

세계은행은 빈곤을 퇴치하기 위해 노력하는 고귀한 존재로 남아있긴 하지만

Noble: 고귀한, 귀족의

Entity: 실체, 존재

it seems it has its own problems to fix as well.

그 자체에도 고쳐야 할 문제가 있는 모양입니다.

The World Bank was created in tandem with the International Monetary Fund,

세계은행은 국제통화기금(IMF)와 함께 설립되었으며

In tandem with something: ~와 동시에, ~와 함께

and the two financial institutions still often work hand in hand.

두 금융기관은 아직까지도 종종 협력합니다.

Hand in hand: 손에 손 잡은, 협력하여

While this helps strengthen the global financial system

it also creates weaknesses in the economic chain.
