한국은 어떤가요?

Over the past few years, the United States and other western countries

지난 몇 년 동안, 미국과 다른 서양 국가들은

have seen a trend of teachers quitting their jobs.

교사들이 직장을 떠나는 추세를 보여왔습니다.

Among their chief complaints is an overwhelming focus on standardized testing,

and the feeling that their professional opinions are ignored.

Perhaps as a result,

the US was 29th in the most recent rankings of countries by education.

So we wanted to know,

which countries have the best education, and what are they doing right?

In 2015, the OECD released a report on Universal Basic Skills,

2015년 OECD는 “보편적 기본 기술”에 대한 보고를 발표했는데요

including one of the largest global education rankings.

여기에는 가장 방대한 규모의 세계 교육 순위가 포함되어 있습니다.

A substantial portion of the ranking is based on

an international assessment of reading, mathematics, and science literacy,

독해와 수학, 그리고 과학 능력에 대한 세계적 평가인데요,

called PISA.

이를 PISA라고 합니다.

Now, since the year 2000,

Finland has topped most international education lists,

핀란드는 줄곧 대부분의 세계 교육 순위에서 1위를 해왔는데요

especially based on PISA scores.

But this year’s ranking places Finland sixth worldwide.

And while that’s partially the result of declining Finish test scores,

it is much more so because a number of East Asian countries

have come to dominate the list.

In fact, all top five countries are located in and around East Asia:

Singapore, Hong Kong, South Korea, Japan, and Taiwan.

And they’re all relatively wealthy nations,

who share similar views on education.

교육에 대한 관점도 비슷하죠.

Succeeding in school is culturally stressed as a priority,

학교에서 성공하는 것이 문화적인 측면에서 우선순위로 강조되며

Be stressed as something: ~로서 강조되다 (stress는 ‘강조하다’)

and has an enormous impact on future prospects.

미래의 성공에 어마어마한 영향을 미칩니다.

This leads to intense competition,

and subsequently higher overall scores.

전제적 점수도 보다 높게 나타나게 됩니다.

But in contrast to less effective education systems,

these top ranking countries heavily invest in their teachers.

이들 최고순위 국가들은 교사에 엄청난 투자를 합니다.

For example, number one ranked Singapore

is known for providing bonuses to well performing teachers,

좋은 성과를 낸 교사들에게 보너스를 제공하는 것으로 유명하며

Be known for something: ~로 유명하다, ~한 것으로 유명하다 (유명한 ‘이유’에 관한 것)

and attracts qualified instructors with competitive salaries.

상당히 높은 급여를 주고 능력 있는 강사들을 끌어들입니다.

Qualified: 자격이 있는, 자질이 있는, 적격인

And as a number of Asian countries continue to see rapid economic growth,

여러 아시아 국가들이 빠른 경제 성장을 보여주고 있는 만큼

having a strong education system is integral to future economic success.

탄탄한 교육 시스템을 갖추는 것은 미래의 경제적 성공에 필수적인 요소입니다.

Looking at the far end of education rankings,

교육 순위의 밑바닥을 보면

Ghana had the lowest secondary school enrollment rate of countries surveyed,

조사 대상 국가들 중 가나는 가장 낮은 중등학교 입학률을 보였습니다.

Secondary school: 중등학교. 우리나라의 중·고등학교에 해당.

As well as the lowest PISA scores.

가장 낮은 PISA 점수만이 아니라요.

The OECD has predicted that if Ghana could meet universal basic skill goals,

OECD의 예측에 따르면, 가나가 보편적 기본 기술 목표를 달성할 수 있다면

they could see their GDP rise 38 times higher over the lifetime of a child born today.

오늘 태어난 아이의 일생동안 국내총소득이 38배 증가할 수 있다고 합니다.

They also point out that when a nation’s population is uneducated,

또 OECD의 지적에 따르면 국민들이 제대로 교육 받지 못할 경우

it equates to lost economic output,

이는 경제적 손실과 마찬가지이며

and can lead to a permanent economic recession as a result.

Additionally, in countries like the UK,

one in five children finish school without a basic level of education.

Similarly in the US,

마찬가지로 미국에서는

around two-thirds of nine and ten year olds cannot yet read at their grade level.

9세와 10세 아이들 중 3분의 2 가량이 그 학년에 적합한 독해력을 갖추지 못하고 있습니다.

Some point to an emphasis on “repetitive rote learning”, rather than actual education.

어떤 이들은 실제적인 교육보다는 “반복적 기계식 학습”만 강조하는 점을 지적합니다.

Point to something: ~를 가리키다, 지적하다

This is often the difference between hands on instruction,

때로는 체험 위주의 교육과

Hands on: 실습의, 체험의

and standardized test-based goals.

표준화된 시험에 기반한 목표치 간의 차이의 문제이기도 합니다.

The latter has shown to fail both students and teachers.

후자의 경우 학생과 교사 모두에게 실패해 왔습니다.

Education is one of the most important criteria

교육은 가장 중요한 척도 중 하나로

Criterion: 기준, 척도 (복수형은 criteria)

for determining the present and future health of a nation.

한 국가의 현재와 미래 건강을 결정합니다.

And while not every country

모든 국가들이

has the resources or cultural emphasis for successful modes of teaching,

성공적인 교수법을 위한 자원이나 문화적 강조를 갖고 있는 것은 아니지만

it is clear

명백한 사실은

that governments should be treating education as an extremely high priority.

정부가 교육을 매우 중요한 우선순위로 취급해야 한다는 것입니다.

Sex education, on the other hand,

다른 한 편 성교육의 경우

is not always given priority by countries like the U.S.

미국과 같은 국가들에서 우선순위로 고려되지 않기도 합니다.
